The powerhouse team at BLP remains a market leader, leveraging the bench strength of offices in San José, Puntarenas, Guanacaste and Marina Flamingo, in addition to branches across Latin America and Europe, to advise banks, sponsors, non-bank lenders, contractors and operators involved in major energy and transportation projects, including hydro, wind and solar plants and toll road, airport and port concessions. The practice’s comprehensive offering covers matters ranging from project finance and development, public-private partnerships (PPPs) and public procurement to public debt and governmental budget issues. The team is headed by Luis M Castro, who specialises in energy contracts and major real estate projects, and Luis Ortiz, who brings over 20 years of experience to advising on government affairs and public procurement processes. Other key figures include capital markets and infrastructure expert Julio Castellanos, who advises national and international and multilateral financial entities on multi-jurisdictional credit operations, and Pablo Umaña, whose practice focuses on corporate financing, infrastructure, energy and multilateral projects.

  • Provided critical guidance to lenders, swap providers and secured parties involved in EnfraGen’s credit facility, which was related to the acquisition of six assets in Panama and Costa Rica, generating a combined 188 megawatts of renewable energy.
  • Advised Liberty Costa Rica, as issuer, and IDB Invest on the structuring of the international issuance of a sustainability-linked bond (SLB) as part of a $450m financing package to increase digital access and broadband quality in Costa Rica.
  • Advised the IFC on the structuring and bid for a new concession for a private port operator that will be responsible for designing, financing and building new infrastructure, investing in new equipment and operating and maintaining the Caldera Port.

With locations in Guatemala, Honduras, Nicaragua, El Salvador, Panama and Costa Rica, the team at Arias utilises its regional footprint to advise investors, government agencies, NGOs and multinationals on a diverse spectrum of matters, ranging from administrative procedures, lawsuits against the government and government procurement proceedings to public works, infrastructure concessions, public project financing and claims before the Costa Rican Constitutional Court. The practice’s active client base spans such sectors as manufacturing, construction, energy, healthcare, hospitality and tech. The practice is headed by Carlos Ubico, who brings experience to project finance, administrative procedures and work concessions.   • Advised the Ministry of Public Works and Transportation, working with the unit responsible for the PIT transport infrastructure programme’s land expropriation process, securing the legal clearances for the Inter-American Development Bank-funded refurbishment of National Routes 1 and 160, key infrastructure projects connecting Cañas, Limonal, Playa Naranjo and Paquera.
  • Provided legal advice to Judesur on the public bidding process for the design and construction of warehouses in Golfito.

ECIJA

The team at ECIJA draws on the bench strength of its March 2023 alliance with Taylor Wessing LLP and offices throughout Europe and Latin America, to advise government agencies, domestic utility and electricity generation and distribution cooperatives, and multinational construction companies managing large-scale infrastructure projects. The team is directed by associate Alonso López, who specialises in regulated industries, particularly energy and telecoms, and who facilitates public procurement proceedings.
